Summary The Administrative Officer directs and performs program management functions that include but are not limited to administration, budget and finance, management and program analysis, office support services, document control, logistics, contract management, space planning, program development, and collaboration with Reusable Medical Devices (RMD) and administrative services within the healthcare system, and a variety of related administrative matters in support of a medical facility. Responsibilities Major duties include, but not limited to: Serves as the Administrative Officer for the SPS department, supporting daily operations and management decisions. Develops and implements methods to measure productivity and improve service efficiency. Recommends ways to increase output while maintaining community standards and quality of care. Advises leadership on administrative management issues and their impact on operations. Assists with evaluating and implementing office automation and other efficiency tools. Coordinates short- and long-range planning for SPS with department leadership. Helps develop written proposals for new programs and services. Collects and analyzes data to identify program needs and support planning efforts. Prepares budget estimates for supplies, staff, and equipment. Conducts cost analyses for proposed programs and compares them to current service methods. Evaluates the potential impact of proposed programs on hospital reimbursement. Prepares or coordinates SPS annual reports with input from leadership. Compiles information on service accomplishments, goals, objectives, trends, and performance measures. Tracks survey findings, action items, quality assurance activities, and recommendations for improvement. Supports routine administration of quality and productivity programs. Helps develop short- and long-range goals related to quality assurance. Generates required reports for managers and external organizations. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with Health Information Systems to process, track, and manage supply and equipment orders, ensuring timely availability of critical sterile processing materials; maintain inventory control systems for sterile processing supplies and equipment, including tracking stock levels, reconciling discrepancies, and supporting reorder processes to prevent operational disruptions; develop and manage equipment inventory lists, ensuring accurate documentation of assets, lifecycle tracking, and compliance with federal property management standards; coordinate and organize internal meetings for Sterile Processing Service, including scheduling, preparing agendas, and ensuring participation from key clinical and administrative stakeholders; and record, prepare, and distribute detailed meeting minutes, capturing action items, decisions, and follow-ups to support accountability and workflow continuity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required.
