Summary This position is organizationally under Engineering Service and the incumbent reports directly to the Associate Chief of Engineering Service, providing resources to manage the Engineering Service of the following sections: Administration, Facilities Maintenance and Repair, Clinical Engineering, Planning and Design, Safety, Transportation, Fire Department and Maintenance /Operations. The incumbent assist the Assistant Chief with utilization of staff, space, equipment and operating funds. Responsibilities Your duties can include but are not limited to the following: Manages personnel management program for service including recruitment activities, promotions, award, position classification, training, disciplinary actions, etc. Enforces policies regarding timekeeping and monitors timekeeping duties. Gathers data and information to coordinate and create agenda for annual management briefing and staff meetings. Develops performance standards and evaluates work performance. Prepares documents, maintains personnel folders, and creates annual training plan for supervisors. Prepares/responsible for budget formulation to include presentation and execution. Assists in formulating, organizing and developing the annual Business Plan along with annual Budget. Interpret administrative policies and develop and implement local policies related to administrative requirements, service agreements, etc. Manages, prepares, edits, and guides correspondence within and outside of organization. Reviews Engineering equipment on Equipment Inventory Listing annually for equipment that requires periodic inventory and replacement. Work Schedule: Monday – Friday, 7:30 am – 4:00 pm, subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Experience would typically include, but are not limited to: Experience providing administrative support, including employee supervision, budget management, purchase cards, personnel administration, timekeeping oversight, and preparation of reports and correspondence for leadership. Note: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
