Job Description

SCOPE OF POSITION: 
Provide statistical support for the development of measurement/re-measurement techniques, data analysis and reporting of quality improvement projects, surveys and HEDIS needs. Assist in the coordination of data activities for specific projects and assure compliance with established protocols and contractual requirements. ESSENTIAL JOB FUNCTIONS:
1.    Assume leadership role over complex evaluation and analytical projects, overseeing deliverables and collaborating staff.
2.    Demonstrate knowledge and experience with all functions related to Data Scientist II.
3.    Demonstrate knowledge of advanced statistical and mathematical concepts and theories necessary for development of analytic and evaluation plans.
4.    Develop and write detailed analysis plans to meet project goals and objectives, adhering to timelines and specifications outlined in contract.
5.    Demonstrate mastery and appropriate use of commonly used concepts, practices, and procedures related to program evaluation and advanced analytical concepts.
6.    Conduct or oversee the download/export of data from large data sets/databases and generation of SAS code to edit data for accuracy and completeness.
7.    Work with department staff and management to develop project timelines in consideration of departmental resources and obligations.
8.    Monitor timely progress and quality of project deliverables and lead other staff in making necessary adjustments.
9.    Conduct and oversee manipulation and analysis of data using SAS statistical package and/or geospatial software, transfer of data into formats conducive to appropriate analyses.
10.    Ensure appropriate interpretation, summary, and documentation of results from statistical analyses produced by other staff.
11.    Produce graphs, charts, and other visual representations of data, including dashboards; may oversee quality of related work from other staff.
12.    Oversee and assist other staff with the preparation of summary reports for presentation to internal and external clients.
13.    Ensure projects follow AFMC and/or certified survey protocol in terms of abstract design, data collection, statistical analysis, and contractual requirements.
14.    Ensure appropriate project methodologies are written and/or updated as needed to accomplish project goals and objectives.
15.    Communicate and collaborate effectively with other AFMC departments to develop, implement, and complete complex evaluation plans.
16.    Write technical sections of proposals to secure future contracts.
17.    Research equipment and other technical concepts that could benefit future departmental growth or add value to existing contracts; present findings to management.
18.    Stay abreast of and consult with department management on relevant public health issues and legislation.
19.    Oversee data entry, data verification, verification of results and database maintenance as required or directed.
20.    Lead production of complex, comprehensive reports, adhering to format, content, and style guidelines, considering usability, and ensuring accuracy, consistency, and quality.
21.    May mentor and/or supervise other staff members.
22.    Conduct workshops, seminars and staff training as needed.
23.    Follow AFMC, state and federal protocols regarding data confidentiality/security and HIPAA compliance.
24.    Assist department management as needed.
25.    Additional duties as assigned.

•    Intermediate skill level with MS Office (Word, Excel, Outlook, and PowerPoint).

Physical and Sensory Requirements (With or Without the Aid of Mechanical Devices):
Mobility, reaching, bending, lifting, grasping, ability to read and write, ability to communicate with personnel, ability to remain calm under stress and ability to travel. Must be able to lift and transport 25 pounds. Must be capable of performing the essential functions of this job, with or without reasonable accommodations.

EDUCATION:
Required: Bachelor’s degree in computer science, mathematics, statistics, or related field. Advanced SAS certification or equivalent certification. (1) 
Desirable: Masters in statistics, public health, or related field.

EXPERIENCE:
Required: Experience in statistical analysis including writing SAS programs, data manipulation, model estimation and model evaluation. Seven (7) years’ experience in a combination of the following: SAS, REDCap, HEDIS, ArcGIS, or Administrative Claims. Seven (7) years’ experience leading projects from conception to completion.

INTERNET REQUIREMENTS:
Reliable, high-speed wireless internet service (Wi-Fi)

(1) Five (5) years SAS program, REDCap, or ArcGIS experience may be substituted for the Advances SAS Certification. If experience is substituted it is in addition to stated requirements.
