The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.

Summary

The Military Firefighter Shift Leader is responsible for directing the activities of a shift while performing fire fighting and prevention and crash/rescue duties. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a staff of fire fighter/crash rescue personnel by interviewing applicants and recommending for hire, approving leave, training employees, making work assignments, and evaluating the work performance of incumbents. Dispatches crews to fire and crash sites, serves as on-scene commander, and directs all activities on fire and/or crash site until area is safe or until relieved by fire chief. Directs the preventative maintenance of fire fighting/rescue vehicles and equipment through daily inspections performed by crew members. Coordinates and trains shift personnel in alarm room operation, fire fighting and prevention, crash/rescue techniques, and other required areas of training. Documents and maintains a training profile on each member. Maintains log books on out-of-service vehicles and on significant fire/rescue activities. Makes report to fire chief. Checks alarm systems to identify malfunctions, takes corrective action, and re-sets systems. Operates fire/rescue vehicles and equipment, performs fire and rescue duties, and administers first aid and cardiopulmonary resuscitation (CPR). Performs other duties as assigned.

Dimensions

Constant shift work, frequent exposure to danger, and the wearing of protective clothing are required. Must be physically able to perform airport fire fighter’s duties.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of crash/rescue regulations, directives, standards, and operating instructions. Knowledge of fire detection and suppression systems, fire fighting/rescue techniques, and operation of fire fighting/rescue equipment in an airfield environment. Knowledge of airfield and aircraft communications, alarms, and aircraft arresting systems. Knowledge of advanced first aid and cardiopulmonary resuscitation (CPR). Ability to plan, organize, and coordinate the work of subordinates. Ability to direct the activities of a crash/rescue shift. Ability to communicate orally and in writing. Ability to physically operate fire fighting/rescue equipment and perform fire fighting/rescue activities.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus five years of experience in fire fighting or a related field, including one year in a group leading capacity. Must be able to secure a Department of Defense secret clearance as established by Air Force Regulation 205-32, Paragraph 3-39 and have completed and approved Department of Defense fire/rescue training course as established by the National Fire Protection Standards 1003, 1500, and associated standards. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
