Scope : Provide technical expertise and project management in the development, implementation, maintenance, and troubleshooting of existing and new control systems, from pneumatics to discrete controls, to DCS and PLC based systems. Primary technical resource involved in keeping the process control instrumentation and site electrical power distribution system reliable and effective. Develops and programs process control schemes for new product introductions as well as retrofits. Plant expert for all instrument and control systems technologies and will work in a close, collegial and supportive approach with the maintenance I&E function, maintenance leadership, technical, and operation groups . The position requires independent judgement in determining and implementing process control strategies using plant’s Operation resources. Principle Accountabilities

+ Ensure compliance with all company ES&H policies and procedures including OSHA PSM compliance, MOC documentation, etc.

+ Develop and implement a plant-wide, cost-effective automation strategy based on DCS and PLC control technologies

+ Develop process control designs to support the key objectives for the plant operations including improvements in reliability, costs, production rates, yields, energy consumption, etc.

+ Identify and implement an improved data historian and data analysis system for capturing key information from plant control systems to aid in troubleshooting and identifying improvement opportunities.

+ Partner with the technical and operations team to identify optimizations of the control schemes to deliver improvements. Implement solutions, including personally programming the defined improved control schemes.

+ Institute improved documentation approaches to insure broad access to accurate information of the controls and individual instrumentation.

+ Provide training to various internal groups on use of control systems and data analysis systems with focus on internal customer’s specific needs.

+ Develop, assist and manage capital projects ranging from$25K to $500K related to control and power systems. Develop scopes and cost estimates and deliver projects on time and on budget.

+ Manage external resources (vendors, contractors, engineering firms) specifically in the controls and power distribution arenas.

+ Work with the Technical, Operations, and Pilot Plant groups to support introduction of new products.

+ Play a key role in hazard assessment events and develop cost effective solutions to reduce or mitigate potential risks.

+ Provide training and consulting support to the I&E Technicians in the plant in the areas of instrumentation, DCS, and PLC, and power distribution systems. Train I&E Technicians to be first-level responder to control system issues.

+ Respond, as needed, to off-hour issues by phone or personal visit.

Qualifications and Requirements Education and Experience

+ BS in Chemical Engineering, Electrical Engineering, or equivalent technical discipline is required.

+ A minimum of 5 years’ experience as a Process Control Engineer in the Chemical industry with a DCS & PLC background is required.

+ Knowledge of PSM, Management of Change processes, and ISA standards for specification of instruments, control systems, and safety.

+ Strong programming skills in a proprietary DCS (Delta V preferred) and a PLC (Allen Bradley preferred) control language

+ Experience reading, interpreting and updating PI&D drawings, process diagrams, and loop / wiring schematics.

+ Experience in scoping, costing, and managing control system type capital projects.

+ Possess working knowledge of historian data storage and query programs for real-time control systems ( Delta V, OSI PI and Wonderware preferred)

+ Possess the aptitude to learn quickly new programming languages/protocols as computer platforms evolve.

+ Ability to work independently toward assigned objectives with minimal supervision.

+ Excellent organizational skills, ability to communicate clearly and concisely both verbally and in writing.

+ Ability to interact with management, operators, I&E Technicians, and engineers to develop and deliver presentations, and facilitate inter-department projects.

+ Must be able to provide leadership to generate cost-effective options, resolve problems, select /prioritize/implement solutions

+ Ability to apply technical knowledge to troubleshoot process and equipment problems and develop appropriate solutions.

+ Needs to stay current with trends in the industry

+ English Language – Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
