Summary This position serves as the Chief, Engineering Service with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Industrial Hygiene, Disaster Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics. Responsibilities The Chief Engineer / Healthcare Engineer is responsible for the planning, organizing, directing, evaluating, and management process for Service Line programs, which include setting qualitative and quantitative standards. This position develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Capital Management, and other Engineering programs into the mission of the Medical Center. The incumbent’s major duties include, but are not limited to: Responsible leader and a member of the Medical Center top management team and is relied on for authoritative advice on all aspects of engineering matters. Final decision-making authority, responsibility, and accountability on issues affecting all of Engineering Service. Develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center. Manage human resource functions such as performance, training and development, hiring, and firing. Supports the VISN Capital and Energy Engineers in the administration of the programs. Responsible for implementing, managing and monitoring a comprehensive Safety Program as defined by Department policy and meeting the Safety and Life Safety requirements. Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center. Provides for the budgeting and financial management for Engineering Service. Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Manages special projects for major office or program issues of broad impact. Develops and maintains performance monitoring, tracking and reporting systems. Serves as technical authority, providing expert advice pertaining to the maintenance of facilities, structures, or landscapes in a large geographical region, and in a complex functional specialization. Identified needs are individually transformed to engineering requirements, estimated, accomplished locally, or included as part of a comprehensive plan for agency funding. Ensures construction is conducted in accordance with established specifications. Responsible for all personnel in the Engineering Service, including supervisory general engineers and staff engineers. Collaborates with the Associate Director, program managers, members of professional guilds, and others as appropriate, but maintains final authority in establishing organizational structure and guidelines, performance standards, work review and reporting requirements, and defines the line of authority and supervisory controls essential to carry out the mission of the Engineering Service. * Recruitment or Relocation Incentive: Recruitment or Relocation incentive may be paid in accordance with federal regulations and in consideration of budget availability for a highly qualified candidate; determination upon selection and the selectee must sign a service agreement. Qualifications Transcripts must be submitted with application – degree must be reflected as conferred and/or coursework/grades reflected on transcripts. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C.chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part Education/Experience: Bachelor’s degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Grade Determinations: To qualify for the GS-14 level, Applicants must have one year of creditable experience equivalent to the next lower grade, GS-13, grade level, directly related to the position to be filled. AND Candidates must demonstrate all of the following KSAs: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities.
