Summary About the Position: This is a dual hat Supervisory Interdisciplinary GS-13 position is with the U.S. Army Corps of Engineers, Operations Division. The Selectee serves as Deputy to the Operations Project Manager of McClelland Kerr Project Office; and, as Manager of the environmental stewardship and recreation programs for 308 miles of Arkansas River. This position is located at Conway, AR. Responsibilities As Manager of an Environmental Stewardship and Recreation Program, you will direct work operations of subordinate supervisors, employees, and contractors. Direct the execution of plans for management of forests, wildlife, soil, water quality, erosion control, pollution abatement, shoreline management, fire protection, prevention of encroachment, and landscaping and environmental beautification. Serve as the principle representative in dealing with all local, state, and Federal agencies throughout the project area. Direct the development and implementation of the Shoreline Management Plan for regulation of private floating facilities and for regulation of the use of project lands. Review technical reports submitted by state and federal Fish and Wildlife and environmental protection agencies. Serve as on-site liaison between lessees and licensees and the Real Estate Division. Direct the development of Operational Management Plans for management of the project?s natural resources, operation and maintenance of park and recreational facilities, and the maintenance of facilities. Must be knowledgeable about all aspects of operations and maintenance of the Arkansas River Navigation and Hydropower System within the Little Rock District. Attend conferences, meetings, hearings, and/or presentations, providing information to the Public regarding the purpose and operations of the navigation and natural resource operations of the project, and impacts to the Arkansas River Region. Serve as Deputy Operations Project Manager at a large multi-purpose project, serving as an advisor to the Operations Project Manager and providing overarching leadership and guidance in the absence of Operations Project Manager. Basic Education Requirement GS-0401: General Biological Scientists: A. Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position ORB. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education GS-0460: Foresters: A. Degree: Bachelor’s degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of coursework were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: 1. Management of Renewable Resources — study of the science and art of managing renewable resources to attain desired results. 2. Forest Biology — study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. 3. Forest Resource Measurements and Inventory — sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. GS-0486-Wildlife Biologists: A. Degree: Bachelor’s degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND, at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND, at least 9 semester hours in botany or the related plant sciences OR B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes the following duties: 1) Planning organization work priorities related to the operation of a multi-business line project office; AND, 2) Managing fund allocations across multiple business lines to ensure projects are properly prioritized for the fiscal year; AND, 3) Managing employees to include assigning work, identifying training needs, addressing grievances or complaints of employees and interviewing applicants for vacant positions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Leadership Oral Communication Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
