Aerojet Rocketdyne seeks a Engineer, Environmental Compliance for our Camden, AR facility.

The Specialist Engineer, Environmental Compliance, will be responsible to develop, implement, oversee and audit all aspects of a hazardous waste program to ensure compliance with all Federal, State and Local regulations.

This position may be filled at this level or one level higher.

Essential Job Functions (Including % of Time for Each)

+ Achieve and maintain compliance with the facility Title V permit and applicable state and federal regulations, including tracking compliance data, preparation and submittal of compliance reports, calculation and reporting of emissions, and auditing plant operations to confirm all permitting requirements are met.

+ Achieve and maintain compliance with the federal ODS rules through implementation and maintenance an effective refrigerant management program and related reporting.

+ Achieve and maintain compliance with the facility RCRA Part B permit, including tracking compliance data, preparation and submittal of compliance reports, calculation and reporting of emissions, and auditing plant operations to confirm all permitting requirements are met

+ Assist as needed with the plant hazardous and solid waste management program.

+ Assist as needed with industrial wastewater and stormwater permit compliance and reporting.

+ Assist as needed with CERCLA/EPCRA reporting (Tier I, II, III and release reporting).

+ Assist as needed to facilitate site remediation activities.

+ Mentor less experience environmental department personnel and assist in their professional development

+ Develop and give environmental training to plant personnel and contractors as needed to ensure site’s compliance.

+ Prepare correspondence, plans and reports as required by regulators.Prepare responses to inquiries from regulatory agencies.

+ Contract management including scope of work development, purchase order management, and invoicing payment.

+ Vendor auditing as required by company policies.

+ Regulation review and impact/gap assessments.

+ Escort regulatory agency personnel and provide support as needed when they conduct their periodic regulatory inspections.

+ Conduct SH&E contractor orientation.

+ Review and approve operating procedures and facility and equipment design, which may include investigation of working conditions and technical procedures for the purpose of identifying potential hazards and compliance to environmental regulatory requirements.

+ Conduct periodic and special audits and inspections of equipment, sites, facilities and operations to identify environmental hazards and perform job safety analyses.

+ Recognize, evaluate, and recommend measures for control of chemical, safety, and physical hazards present at work sites.

Requirements

The Engineer, Environmental Compliance will have at least three (3) years of progressively responsible experience in all aspects environmental program management and compliance and a BA/BAS in Science/Engineering or a related discipline.

The ability to communicate effectively with all levels of the organization, verbally and in writing, is critical. The ideal candidate will be able to work with minimal direction and take on responsibility for developing, implementing, managing, and auditing assigned aspects of the plant’s air pollution, hazardous waste, storm water, and industrial waste water programs to ensure compliance with all Federal, State and Local regulations.

Knowledge of:

+ Procedures for safe management of energetic materials and explosives

+ Applicable local, state, and federal regulations and procedures

+ Principles and practices of engineering and environmental compliance and/or remediation

+ Hazard analysis techniques and methods as applied to chemicals

+ Proper use, handling, and storage of chemicals and propellants

+ Various computer systems, data management, and program planning

+ Practices of budget preparation and administration

+ Scientific methods of observation and analysis

+ Data gathering techniques and various systems for organizing and interpreting data

+ Statistical and research concepts, methods and procedures

+ Effective interviewing

+ Communication skills and techniques required for gathering, evaluating, and transmitting information

+ Ability to:

+ Maintain, prepare, and use environmental monitoring equipment.

+ Prepare a variety of technical reports, graphs and charts, and maintain accurate records and files.

+ Perform professional work in the research, compilation, analysis and presentation of environmental data.

+ May be required to obtain and maintain a U.S. Security Clearance at the appropriate level. Must be able to satisfy federal government

+ requirements for access to government information, and having dual citizenship may preclude you from being able to meet this

+ requirement.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

The work environment may require a combination of indoor and outdoor activity (hot, cold, wet, humid conditions) with a varied amount ofwalking, standing, sitting, climbing (i.e. ladders, stair, scaffolding, ramps), balance (maintaining body equilibrium to prevent falling whenwalking, standing, or crouching on narrow, slippery, or erratically moving surfaces), bending, reaching, handling/fingering (seizing, holding,grasping, turning picking, pinching), stooping, kneeling, crouching and ability to lift/carry/push/pull up to 50 pounds. Work may require theability to operate material handling equipment (forklift, crane, hoist, man lift, etc.) and drive company vehicles in a safe manner.

Whileperforming the duties of this job, employees may work around variable noise levels or with fume or airborne particles, hazardouschemicals, etc. requiring the use of personal protective equipment such as face protection (safety glasses, goggles, face shield), footprotection (i.e. steel toed shoes, rubber boots, etc.), gloves, hard hat, shop coat and hearing protection.

Some positions may requireRespirator clearance up to and including the Self Contained Breathing Apparatus (SCBA) Level A clearance. Work requires the ability tochange into or out of personal protective equipment when entering or exiting manufacturing, laboratory, or other areas. Some employeesmay be required to drive between various locations within the Company facility or between locations. Work duties may also be required towork in a standard office setting and to use standard office equipment, including a computer and/or the ability to travel by air or auto.

Ability to distinguish colors may also be necessary. This position may be expected to work varying shifts and hours to ensure successfuloperation of activities in the organization.
