Reporting to the Department of Family and Preventive Medicine (DFPM), Research and Evaluation Division Director, the Research Program Manager will apply for funding, initiate pilots, direct grants, and execute contracts related to evaluation of research interventions. The Research Program Manager should be expert in research evaluation protocol and able to facilitate effective program design, execution of project deliverables, and management of all operations related to the division's work in this area. In coordination with the division administrator, this position will apply for funding in target content areas, plan project budgets, complete reporting to funders and manage project staff. Specific initiatives will include but are not limited to: Drug Court Intervention evaluation, HIV interventions outcome analysis, and other projects related to mental health or health promotion interventions.

75% Project Administration and Outcomes Evaluation:

Responsible for management and implementation of multiple grants and contracts.

Assists faculty in grant and contract applications including work plan, budget, assessment of resources, and developing an evaluation plan.

Responsible for executing awarded grants and contracts to ensure the successful accomplishment of project outcomes.

Creates project timelines, strategies for data collection and analysis and processes for execution of deliverables.

Represents research faculty with state and community partners in the work.

15 % Human Capital Management:

Responsible to recruit staff as needed for project work and orient them to the relevant work.

Ensures compliance within the division of UAMS policies and procedures.

Supports staff with needed resources, mentoring and training.

Provides performance evaluation for each directly supervised employee annually and administers leaves, approves timesheets & oversees completion of annual staff Conflict of Interest survey.

5% General Administrative:

Provides supervision for project.

Ensures that staff have appropriate IT resources including hardware, software, and network solutions to accomplish their duties.

Recommends changes & improvements to administrative operations to ensure most effective & efficient use of budgets to accomplish project deliverables or objectives.

Works with key staff in the promotion of the Division of Research and Evaluation to various stakeholder groups.

5% Other duties as assigned:

Contributing to the overall work of the Research and Evaluation division in order to further research and support the division.









Minimum Qualifications:

Bachelor's degree in a related social science, health science or mathematics field plus seven (7) years of experience in research project management including regulatory protocols, managing budgets, writing outcomes findings and program administration duties including two (2) years of supervisory experience.

Proficient in Microsoft Excel and the Microsoft office suite programs.

Proficient in statistical software such as SAS and SPSS.

Proficient in social science data collection and evaluation.

Preferred Qualifications:

Master's degree in a related field with coursework towards advanced degrees.

Direct experience in evaluating the effectiveness of community based interventions.
