Summary This position may be eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Education Debt Reduction Program (Student Loan Repayment): This position may be eligible for the Education Debt Reduction Program (EDRP) Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 49-54 days of annual paid time offer per year (26 days of annual leave, 13 days of sick leave, 10 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting The primary role of the Whole Health (WhH) Clinical Director is to manage and plan how services are delivered and contributes to the process of strategic planning, influencing, and responding to organizational priorities. This will involve responsibility for creating an annual Whole Health System Strategic Plan, identify WhH development priorities, and work with the Executive Team, appropriate service level chiefs, ACOS’s WhH Program Manager and WhH Steering Committee. The WhH Clinical Director is a skilled ambulatory care medicine physician, board certified in Internal, Family or Osteopathic Medicine, with experience in Whole Health Implementation. He/She will report to the Associate Chief of Staff for Primary Care. Duties include, but are not limited to: Provides leadership to the Whole Health System. Develops and executes a Whole Health Business Plan for the Veterans Health Care System of the Ozarks. The plan should identify the JAH mission, goals, objectives and strategies or accomplishment together with related resource implications. The business plan should also take cognizance of and be consistent with JAH’s overall strategic business direction. Develops the WHS annual budgetary report based on quality, activity and financial information and projections. Assumes a leadership role in the development and implementation of the Whole Health System’s performance improvement plan. Is accountable for resources used, directly and indirectly, by WhH. Provides leadership in the local, regional and national spread of the three pillars of WhH: Pathway, Clinical Care, and Well Being. Develops and implements measures to ensure efficiency and effectiveness in the designated areas of responsibility. Creates strategic partnerships with VHA facility program directors and service line chiefs. Creates strategic partnerships with community organizations to promote health and well-being offerings within the community. Assists with the development of a WhH marketing plan. Provides strategic clinical input and ensuring effective advice to the ACOS-PC, Deputy Chief of Staff, and VHSO Executive Team. Assists the WhH Program Manager with educational and clinical experience of any potential medical students, residents, and fellows assigned to the Whole Health System. Advocates for the Whole Health System with VHA leadership and the medical community. Jointly selects Whole Health System team members, works with management team colleagues and senior clinicians for the recruitment of permanent, temporary and locum staff. Provides clinical input and joint oversight for all patient treatment plans together with the Program Manager. Collaborates with WhH team members when medical or other problems arise. Directs Whole Health System team meetings. Keeps the Whole Health System team apprised of medical care advances and practice standards. Collaborates with other Whole Health System Directors, VISN leadership, and VA Central Office (OPCC & CT) staff on program development issues. Chairs the WhH Steering Committee and provides oversight to the three pillars of WhH. Maintains inventory of CIH approaches offered at VHA facility, including gap analysis as it relates to CIH approaches that must be offered by VA/community per Directive 1137. Supports clinical training and continuing professional development throughout the WhH team in line with personal/professional development plans and organizational/clinical need. Promotes and develops measures to enable the Program Manager to monitor WhH staff individual performance and to assess clinical outcomes, and addresses performance issues at the management, team and individual level. Other duties as assigned. Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Requirements Conditions of Employment Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as “Physician Resident Providers” (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a “scope of practice” that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.
