Summary This position is located in the Department of Veterans Affairs, Veterans Health Administration, South Central Veterans Health Care System, Veterans Integrated Service Network (VISN 16), Veterans Health Care System of the Ozarks, Chief of Staff, Office of Community Care (OCC) Fayetteville, Arkansas. Provides administrative oversight by developing, implementing, evaluating & improving processes & procedures to monitor the effectiveness, efficiency & productivity of the office of the Chief, OCC. Responsibilities Major duties include, but are not limited to: Serves as a key advisor to the Chief, Office of Community Care (OCC) providing ongoing briefings on the status of performance measures, recruitment, retention, administrative function and other monitors. Responsible for providing the necessary leadership and guidance to develop, implement, refine and maintain an efficient and productive service operation. The work requires interpretation, judgment, professional knowledge, technical knowledge and application of policy, VISN policy/directives, national policy/directive and at times professional standards of practice. Advises Chief, OCC, of project progress, problems encountered. and resources needed. Assist the Chief, OCC, with annual and ongoing evaluation of employee’s work. Plans, schedules and coordinates work to be accomplished by clerical, administrative, vendors, and other staff on occasion. Assigns work based on priorities which are subject to change frequently throughout the work day. Makes assignments considering the type, amount, difficulty and requirements of the assignment in relation to the employee’s capability. Provide advice, counsel, instruct, and train staff, providing remediation when needed on both work and administrative matters, including quality assurance of work product as directed by the Chief, OCC. Identifies upcoming vacancies and follows procedures to request fill of those vacancies. Assists in the interview of candidates, and recommendation for appointment, promotion, or reassignment to positions when needed. Hears and resolves complaints from employees or other customers. Participates in addressing group grievances when needed. Refers serious unresolved complaints to higher levels. Provides input and advisement in resolution of the situation. Identify need, provide data and effect minor disciplinary measures such as warnings and reprimands and recommend other action in more serious cases. Responsible for productivity of assigned areas. Provides quantifiable data to evaluate results and provide analysis of data with opportunities for improvement identified and will implement approved actions to improve performance. Develops performance standards and competencies for identified positions. Assists the Chief, OCC, in preparation and dissemination of communication with staff, patients, patient families, vendors, visitors, etc. Initiate all personnel action requests using the HR Smart System. Enters electronic work orders. Screens requests for information and service, personally provide authorized information from files records, and refer others to the appropriate staff member. Ensure all computer documents typed are legible for a blind reader. Designing and planning, oversight, identification of resources needed and putting the approved plan in operation. Provider Liaison Support Gathering data, analyses, creating proposals and recommendations and implementing approved actions. Review and approve reports, documents, and assure the timeliness and quality of reports from others. Advises and assists Chief, OCC, in policy review, formulation and communication, implementation, and evaluation, and setting priorities related to the administrative activities, cost considerations, customer satisfaction, and timely implementation of processes related to the Facility, VISN and VACO goals and mission. Develops agenda topics to be studied based upon a prioritization of known or suspected areas in need for improvement or implementation including those indicated by JC, OIG, and VISN. Plans, studies, analyzes data and reports information to identify the need for change and ensure effectiveness of Service function and processes. Analyze existing manual and automated systems to determine the appropriate needs for potential adaptation of new processes, or continued utilization of existing methodology. Reviews computer generated cost and budget reports, DSS data, business plans, performance measure and other monitors regularly to ensure accuracy of data. Assists with the development of position description and proficiencies, oversees the maintenance of time cards and contracts, as well as general administrative duties. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: ability to provide administrative oversight by developing, implementing, evaluating and improving processes and procedures to monitor the effectiveness, efficiency and productivity of the office; experience providing briefings on the status of performance measures, recruitment, retention and administrative functions; experience providing administrative support such as being the first point of contact and routing information. OR, GS-7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement if related. OR, GS-7 Combination: Applicants may also combine education and experience to qualify at this level. Successful completion of equivalent combinations of successfully completed 4-year course of study leading to a bachelor’s degree and specialized experience as described above will meet the total qualification requirements.
