The Director - Purchasing and Asset Management leads the management and oversight of purchasing activities and transactions for goods and services, implements relevant asset management policies and procedures, prepares analytical and asset tracking reports, makes presentations to relevant internal and external audiences, and provides administrative and direct support. Directs the coordination and streamlining of the purchasing cycle, including sourcing for purchases, and assisting with contract management for purchasing throughout the organization. Implements an innovative and administratively efficient centralized purchasing function that leverages available technology and achieves overall cost savings. Accountable for the day-to-day management of purchasing and asset management, including and the organizational-wide effort to leverage vendor relationships for the benefit of the organization and our Member Cooperative owners.

*Responsibilities*

 

 

 

 

Implements a comprehensive asset management vision by developing and deploying a short-term, medium-term and long-term strategy for the purchasing program and enterprise approach.

* Implements Cooperative Asset Management Program and develops additional written guidance, as needed, creating purchasing activities for common goods, such as equipment and furniture, as well as fleet vehicles, contract services for the same and management of the corporate credit and loyalty card programs.

 

 

* Manages the acquisition, tracking, oversight and subsequent marketing, sale or disposal of surplus or obsolete materials and equipment.

 

 

* Manages the sourcing and execution of purchasing throughout the organization by assessing stakeholder needs and objectives, conducting the request for proposal (RFP) process, selecting preferred vendors, defining service level agreements and overseeing asset acquisition, maintenance and disposal.

 

 

* Leads value-based vendor partnerships by managing vendor selection, monitoring vendor and corporate performance against relevant agreements and contracts and leveraging opportunities to mitigate corporate risk through such partnerships.

 

 

* Drives innovation by leveraging available technology to streamline the procurement cycle, from asset acquisition to disposal, and all steps in between.

 

 

* Continuously identifies areas to capture savings opportunities and develop/execute plans to realize cost reductions and other purchasing efficiencies.

 

 

* Collaborates with executive leadership to provide purchasing services, related training, and assistance in support of organizational goals and strategies.

 

 

* Advises and assists corporate divisions/departments regarding acquisition of goods and services, including providing necessary data and reporting to ensure proper asset management.

 

 

* Functions as the primary contact for current and potential vendors and other third parties related to asset acquisition, maintenance, and disposal, as needed.

 

 

* Leads multi-year facility and campus management plans to ensure assets are appropriately maintained and projects are planned and executed in an efficient manner.

 

 

* Support and execute procedures and internal controls related to asset management, including vendor contracts and purchase order processes.

 

 

* Actively participates in strategic initiatives, including supplier rationalization, cost savings initiatives, risk mitigation, assessing supplier financial viability, and marketing of Corporate Procurement and supplier diversity initiatives.

 

 

* Develops, enhances, and maintains Key Performance Indicators (KPIs) for purchasing processes.

 

 

* Collaborates with in-house legal counsel to manages the negotiation of company-wide contracts involving materials or services within approved limitations and negotiates favorable terms and conditions pricing, and delivery dates for asset acquisition.

 

 

* Maintains digital records relating to asset management, including quotes, acknowledgements, and related purchase order and budget information.

 

 

* Handles stress effectively and works well with others.

 

 

*Minimum Qualifications*

 

 

 

 

* Bachelor's degree in Business Administration or similar discipline required.

 

 

* Minimum 10 years' experience in purchasing management, strategic sourcing, supplier relationship management, and/or goods and services contract negotiation.

 

 

* At least 5 years' experience planning, developing, and managing departmental expense and capital budgets as they relate to purchase planning and acquisition.

 

 

* At least 5 years' experience of direct leadership and/or cross functional team leadership in order placement timing, supply / demand alignment, material replenishment and supplier performance.

 

 

*Preferred Qualifications*

 

* Certified Purchasing Professional (CPP), Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) certification preferred or actively studying towards such.

 

 

* Experience working within the electric utility industry or similar capital-intensive industries.

 

 

* Ideal candidate will be an excellent communicator, demonstrate strong negotiation skills, and have a track record of building teams and developing processes.
