General Description

-Coordinates with Managers, Data Analysts, System Analysts and other Subject Matter Experts (SME’s) within an agency and the state, to improve overall work processes and to share information, consults with management to ensure agreement on system principles.

-Expands or modifies systems to serve new purposes or improve work flow.

-Determines system-to-system or interface specifications needed to design, test, and implement information and data flow on an intra-system and inter-system basis.

General Qualifications:

-Must possess strong customer service qualities and the ability to work in a team environment

-Must have outstanding problem-solving capabilities, strong analytical skills and be able to handle multiple tasks concurrently

-Must have strong verbal communication skills

Responsibilities:

-Meeting with customers to compile, identify and determine job specifications needed to develop new processes, update and modify or correct existing programs and systems.

-Providing expert level escalation and technical leadership.

-Creating workflows using formal notation such as the Business Process Modeling Notation (BPMN).

-Requirements gathering methodologies.

-Developing Business Requirements – project initiation document, what the needed achievements will be, and the quality measures.

-Developing Functional requirements – describe what the system, process, or product/service must do in order to fulfill the business requirements.

-Developing User (stakeholder) requirements – are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated.

-Developing Quality-of-service (non-functional) requirements – are requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.

-Developing Report Specifications – define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.

-Developing Requirements Traceability Matrix – a cross matrix for recording the requirements through each stage of the requirements gathering process.

-Developing graphic representations of complex business processes.

Qualifications

Formal Requirement-gathering Methodologies. Required. * 2 Years.

Creation of Workflows and Work Processes using Formal Notation such as Business Process Modeling Notation (BPMN 1.4 or higher). Required. * 2 Years.

Development of Business and/or Functional Requirements. Required. * 3 Years.

Development of User (Stakeholder) Requirements. Required. * 3 Years.

Developing System Interface and Report Specifications. Required. * 2 Years.

Experience in Developing Quality of Service (QoS) Specifications. Highly desired.

Microsoft Office High Proficiency Level. Required.

Visio 2010. Required. * 3 Years.

Visio 2016. Required. * 2 Years.
